The plot summary of Common Man

The man then sets up his mini control station on top of a skyscraper in Dehiwala and calls the police chief Morris Da Silva (Ben Cross) from a disposable phone. He informs him that he has planted five bombs that can kill hundreds of people, and that he will detonate them unless four prisoners are released. These prisoners are members of various terrorist groups that have been involved in attacks against Sri Lanka.

Da Silva is shocked and skeptical at first, but soon realizes that the man is serious when he detonates one of the bombs as a warning. He tries to negotiate with him, but the man refuses to budge from his demands. He also warns him not to trace his call or involve anyone else in the matter.
